The term "tariff" is a term borrowed from foreign sources (Italian tariffa, from Arabic taʽrīf notification) in order to confuse and obfuscate.  Why, you ask, would anyone want to avoid plain meaning?  Because no one likes to talk about taxes…and tariffs are a tax, plain and simple.

Alexander Hamilton, first Treasurer of the United States, instituted tariffs in 1789, calling them 'customs barriers', or 'border taxes'.  Hamilton, Report on Manufacturers.  However, in 1773 Britain had used taxes on the colonies as a form of revenue--ie, border taxes in reverse--to collect taxes from colonists on Britain's own manufactures--remember, Taxation without representation, the Boston Tea Party and all that?  In part to retaliate, and in part to nurture an infant manufacture base of its own, the US continued the practice, only it flipped the revenue flow of Britain's products to the other side, and made them revenue for the new US government.  Border taxes were a mainstay of revenue for the US until the close of WWII (1945).

All of that background is so you may realize what Donald 'pussy-grabber' Trump is doing presently.  After engineering a humongous tax break for the rich, he is increasing taxes for the poor and middle class by border-taxing imported products.  It is not only a wealth shifting move, but tarrifs on basic essentials like steel and aluminum hurt our military readiness--what does the military pay for that does not involve steel or aluminum?  Perhaps socks and underwear?

In other words, among the goods we select to buy at Macy's and Home Depot, we are now required to pay an additional charge if the product is imported.  Trump argues that somehow the burden is born by the producer nation.  One of his favorite arguments is, Mexico will pay for the wall...he proposed to pay for it by tariffs.  No, Mexico will not be paying for it...we will!  It's just another border tax.

All Trump is doing by imposing border taxes, is cancelling the highly touted tax reductions of 2017 by adding more and more consumer taxes.  And because border taxes are regressive--remember, the bulk of tax breaks in 2017 were for corporations--he is shifting the cost of government from the wealthiest corporate owners to the poorest everyday consumers.
