Does protecting the border include preventing cyber-invasion?

We are knee-deep in what this "Wall" is that Trump wants the taxpayer--originally, it was Mexico--to pay for. Now Trump generalizes, and says the "Wall" is symbolic of the more general, "border protection".

Now, it's difficult to get Trump to pay attention to a deliberate cyber attack on the US by Russian forces in 2016. If we designated efforts to prevent the next cyber invasion a form of "border protection", could we get Trump to pay attention?

It's worth a try.

The USA does need to do more in regards to Cyber defence.

Although I'd be more worried about the grid and other infrastructure still running on old Software.
