This is interesting.  We know that if the dead woman were black, the authorities would look the other way with regard to the policeman.  We know also if the police officer were black, he would be arrested on the spot.  But this case presents two of America's most precious archetypes: the Caucasian female vs. the American policeman.

The fact is, the number one coddled type by American juries is the Caucasian female.  By coddled, I mean she almost is never charged, or when necessary, charged with lesser crimes, and then when sentenced, given the lightest, etc.  The rule seems to be: women belong in bed, not in jail.

The Caucasian female is also the archetypal victim in America.  She is woman.
Gentle wife and goddess...mother, grandmother, and pillar of the family.

The only thing that trumps the coddling of Caucasian women in the American criminal justice system is the special status of policemen.  Policemen are uniformly never prosecuted, or in the rare instance that the charges are unavoidable, it is usually with a lesser charge, and a change of venue to avoid a jury even remotely sympathetic to the victim.

So now we have an American policeman, shooting and killing an unarmed Caucasian female.  No blacks involved to taint the picture.  The two darlings of American criminal justice go head to head...who will win?

Its the gun culture itself and poor training that leads to guns being trigger happy. Fear takes over in many situations and the fear takes control and before you know it they have used their guns in anger. I read many cases where people are shot and sometimes killed by Police. It has little to do with race at all and just plain fear, that many people are armed itself that leads to officers reacting poorly. Better training is needed to help prevent such deaths from happening.

I mean they are responding to a call about an intruder. He sees someone and because of a gun culture, fear takes control to the officer. Who clearly believes his life is in danger based on nothing but a fear created by themselves. Due to the gun culture they live in. Hence the over reaction and the person is killed and dies. Better training is required and for Police to not react when not facing a hostile situation, as was the case here.

THE mid-western US city where an Australian bride-to-be was mysteriously shot dead by a cop is a “police state” run by “out-of-control officers”, according to a community activist.

Shock has turned to anger in Minneapolis, Minnesota, after Sydney woman Justine Damond, 40, was inexplicably shot “multiple times” by police officer Mohamed Noor.

Ms Damond, a yoga teacher, had heard a noise in the back alley near her home in the Fulton neighbourhood on Saturday night and called the police suspecting someone was being sexually assaulted.

Not in one of the major cities..

Police in the USA often seem to be of two types --  a handful of better trained and better disciplined cops in some of the bigger and major cities;  and the rest -- a bunch of braindead, ill-discliplined, poorly trained, inbred and rednack fucktards, often answerable to no-one and too ready to shoot first, and ask questions later..

All of those fucktard local police forces should be disbanded over there, and replaced with better trained and better disciplined state police forces, under Federal guidelines and oversight.

This is likely one more redneck fucktard "rust belt" American state that has just done wonders for their already-failing local tourism industry ???

Yes you did, from your very first post.
I like to think the vast majority of Americans are not racist.
The reality is Police shooting people is rare based on the number of events they are involved in the US.
Its sheer stupidity to immediately assume race all the time. Especially when more white people are killed than blacks by the Police. Now in a small amount of cases, there could well be an element of racism, but the vast majority will be down to fear based off the gun culture the US has. Which creates a trigger happy situation.

That would be the win-win, where no outside influence intruded at all.  It would be the pure case.

Unfortunately, we now have a black officer...and a Muslim at that.  We'll never know. Still, it will be interesting to watch the ebb and flow of the details.

Apparently fireworks were going off and he thought it was gunshots, so shot her a few times from his car as she walked towards him.

I hope he gets done for murder, bloody trigger happy cop.

Today we see those inept cops' defence_lawyers/police association doing somersaults, making up stories to excuse their clients, claiming their poor little sensitive snowflake police officers were scared of the dark, referring to an irrelevent murder of a NYC police officer last week (possibly the equivalent of an Aussie lawyer referring to a murder in Moscow or Beijing..).

The woman's family are launching legal action against the Minneapolis police dept. this week --  let's hope that they bankrupt those scumbags;  and then the city will finally act against them  ?

Any lawsuit is so woefully insufficient for the life of that beautiful, full-of-life young woman.  We'll be watching this one.

I see the chief of police came out and said that this was a senseless crime...or incident.  That's something.  But what we really need are answers.  Why were the body cam's off?  Why ... what provoked the firing of the gun?

Minneapolis police Chief Janee Harteau resigned Friday at the request of the mayor, who said she lost confidence in the chief following last week's shooting death of an unarmed Australian woman by a police officer.

In a statement released Friday, Harteau said: "I've decided I am willing to step aside to let a fresh set of leadership eyes see what more can be done for the MPD to be the very best it can be."

Minneapolis Mayor Betsy Hodges said she asked for the chief's resignation.

"I've lost confidence in the Chief's ability to lead us further ... it is clear that she has lost the confidence of the people of Minneapolis as well," Hodges said. "For us to continue to transform policing — and community trust in policing — we need new leadership at MPD."

Harteau, who worked her way up from the bottom of the department to become the city's first female, first openly gay and first Native American police chief, said she was proud of the work she accomplished and honored to serve as chief. But she said the shooting of 40-year-old Justine Damond by one of her officers and other incidents "have caused me to engage in deep reflection."

The chief, who once successfully filed a discrimination and sexual harassment complaint against the police force along with her partner, said she must "put the communities we serve first" despite the department's accomplishments under her leadership.

Good news. But I pause to remind that we never saw this kind of response in the police shooting of Khaleel Thompson, a black man.

It sounds like the police chief had a pretty acrimonious relationship with the city. An Indian lesbian who had filed a Title VII suit against her partner and the department?? Wow.

But as far as I can see, people there feel the police in that community have gotten out of hand and the killing of this Australian woman is just the final straw.  The police chief has already resigned...from what they say, they want the mayor and entire city staff to go...in addition, not instead.

The police chief and the mayor both fucked up badly in their earlier answers...

Not admitting any wrong doing, not admitting any fault..

Note how they only talked about "fixing" some problems --  when what the community is actually asking for is a complete removal, overhaul and replacement of both the city administration, and their useless, corrupt and outdated police.


Citizens over there are complaining that there have been long-running and increasing problems, with dozens of unlawful killings-by-police over recent years..

What that shithole obviously needs is a "clean sweep" approach --  from the top down...


That Minneapolis situation seems to be typical of so much of what's wrong with those "middle Amerika"/mid-West/Southern,   redncck/rust-belt/Bible-bashing regions, doesn't it  --   deserted by "off-shored" industries, racked by inequality, burdened with inept and corrupt local police forces underfunded by local councils that should have been replaced by state-wide policing (rather than sticking with their 19th century post-Civil War systems..).


If the pending law suits seem likely to be successful, imagine what a subsequent class action could achieve,  if damages for dozens of unlawful deaths were to bring a combined debt of $$hundreds of millions$$  down on the Minneapolis police --  it could bring on way overdue changes that it seems many in the State and Federal levels of gov't have been loathe to embrace over the years  ?

The policeman who did the shooting is invoking his 5th-Amendment right against self-incrimination. That means the investigation can't proceed.

I can understand the citizens' frustration. Over and over the same thing happens, and they have no answers. It's little wonder that they want a clean sweep.

Quill was right about the race element in the media story, Pretty white woman shot by police made it a big story
the residents are seizing the opportunity of having all the media in town to call for a clean sweep.

Actually its normally Blacks shot by the Police that make the headline. The reason this one has, is because she was Australian. Not because she was white. As there has been a huge outcry coming from Australia itself.

The fact that many people can carry weapons, plus the high level of gun deaths.Increases the risk, that some cops will panic. That is a poor and dangerous precedent to make. Especially before any investigation has been done.

A mystery cyclist filmed part of the fatal encounter between US police and Australian Justine Damond, offering a potential breakthrough in the investigation. Minneapolis police officer Mohamed Noor and his partner Matthew Harrity were criticised for not having their body or vehicle dash cameras on when they were called to an alley behind Ms Damond’s home a week ago.

Authorities have announced they had identified and interviewed a male cyclist who was spotted at the scene.

Days earlier they had asked for the mystery man to come forward. The Minneapolis Star Tribune reports that a source with direct knowledge of the investigation said the witness filmed part of the encounter. What he filmed was not released.

if blacks and whites where shot at equal rate than blacks would only be 13.2% of the shooting victims

And that is what the protestors are saying. in their local area  

Yet that is a poor claim to make, when you do not factor in more blacks being involved in crime as a percentage per population. That means those involved in crime run a higher risk of being shot in the act of a crime.
Some facts for you.

As seen blacks are involved in about 28% of crimes as a total.
With murder its over 50%.

So being 28% of the victims tallies with the number involved as a percentage with crime.
In fact the FBI does not distinguish between Hispanics and whites in its stats on crime, mainly I guess as they are Caucasians. But this would mean that the total shot by Police would be 72% white. If you combine Hispanics and whites from the Washington Post data on Police shootings. Which means whites are over represented as being victims of Police shootings. As they represent 69% of crime in the US.

What also shows how this corroborates my reasoning, based on people involved in crimes, correlating to those shot by Police. Is that there does not seem to be many Asian victims of Police shootings. Which would make sense, as they only represent about 1% of crime in the US. Thus much less likely to be the victims of Police shootings. Asians represent about 6% of the US population.

What the US has to do is solve relative poverty, which leads to higher crime rates.

In future posts, I will discuss the most controversial aspect of “The War on Cops”: my claim that the current rise in violent crime in many American cities is the result of officers backing off of proactive policing.

Today, however, I want to address the question of police shootings and race, in light of the recent fatal police shootings of Alton Sterling in Baton Rouge and Philando Castile in Falcon Heights, Minn. Those shootings have amplified the charge that the U.S. is experiencing an epidemic of racially driven police shootings. A New York 
Times editorial, for example, asked, “When Will the Killing Stop?” The chair of the Congressional Black Caucus, Rep. G.K. Butterfield (D-N.C.), asserted on the House floor that “most” of the people fatally shot by the police this year have been African American.

In fact, as of July 9, whites were 54 percent of the 440 police shooting victims this year whose race was known, blacks were 28 percent and Hispanics were 18 percent, according to The Washington Post’s ongoing database of fatal police shootings. Those ratios are similar to last year’s tally, in which whites made up 50 percent of the 987 fatal police shootings, and blacks, 26 percent. (The vast majority of those police homicide victims were armed or otherwise threatening the officer.) But Butterfield could be forgiven his error, given the virtually exclusive media focus on black victims of police officers.

Does the actual distribution of police victims confirm the Black Lives Matter allegation that policing is lethally biased? That depends on the benchmark chosen for assessing police actions.

Typically, activists and the media measure police actions against population ratios. Given that blacks are 13 percent of the nation’s population, a 26 to 28 percent black share of police gun fatalities looks disproportionate. But policing should be measured against crime rates, not population percentages, because law enforcement today is data-driven. Officers are deployed to where people are most being victimized, and that is primarily in minority neighborhoods.

In America’s 75 largest counties, comprising most of the nation’s population, blacks constituted 62 percent of all robbery defendants in 2009, 57 percent of all murder defendants, and 45 percent of all assault defendants — but roughly 15 percent of the population in those counties. In New York, where blacks make up 23 percent of the city’s population, blacks commit three-quarters of all shootings and 70 percent of all robberies, according to victims and witnesses. (Whites, by contrast, commit less than 2 percent of all shootings in New York City and 4 percent of all robberies, though they are nearly 34 percent of the population.)

New York City’s crime disparities are repeated in virtually all American metropolises. They will determine where officers are most often called to a drive-by shooting or an armed robbery, and where officers are most likely to face violent and resisting criminals — encounters which can lead to officers’ own use of deadly force. Police critics have never answered the question of what they think non-biased policing data should look like, in light of the vast differences in rates of criminal offending. Blacks commit homicide at nearly eight times the rate of whites and Hispanics combined. Black males between the ages of 14 and 17 commit gun homicide at nearly 10 times the rate of white and Hispanic male teens combined. Should police stops, arrests and those rare police shootings nevertheless mirror population ratios, rather than crime ratios? The answer is not forthcoming from Black Lives Matter activists.

In 2015, the police fatally shot 36 unarmed black males, according to The Washington Post’s typology, and 31 unarmed white males. The Post’s classification of victims as “unarmed” is literally accurate but sometimes misleading. The label can fail to convey the charged situation facing the officer who used deadly force.

At least five “unarmed” black victims had tried to grab the officer’s gun, or had been beating the cop with his own equipment. Some were shot from an accidental discharge triggered by their own assault on the officer. One had the officer on the ground and was beating him on the head so violently, breaking bones and causing other injuries, as to risk the officer’s loss of consciousness. And one individual included in the Post’s “unarmed black male victim” category was a bystander unintentionally struck by an officer’s bullet after an illegal-gun trafficker opened fire at the officer and the officer shot back. If a victim was not the intended target of a police shooting, race could have had no possible role in his death.

Police critics may reject the claim that a suspect was grabbing the officer’s gun, citing the discredited police narratives in the shootings of Walter Scott in North Charleston, S.C., in April 2015 and of Laquan McDonald in Chicago in October 2014. In the case of Walter Scott, ballistics and autopsy evidence would eventually have undermined Officer Michael Slager’s exculpatory story, even without the cellphone video. But if skepticism toward police narratives has now become routine, equal skepticism is warranted toward witness accounts of allegedly unjustified officer shootings, as demonstrated by the bystander hoax that Michael Brown was gunned down in cold blood by Ferguson, Mo., Officer Darren Wilson in August 2014. Whether one trusts officer accounts more than bystander accounts or vice versa will depend on one’s prior assumptions about the police and the community, unless and until there is a critical mass of such conflicting narratives resolved in one direction or the other.

The Post’s “unarmed” cases do not support the idea that the police have a more demanding standard for using lethal force when confronting unarmed white suspects than unarmed black suspects. According to the press accounts, only one unarmed white victim attempted to grab the officer’s gun. In Tuscaloosa, Ala., a 50-year-old white suspect in a domestic assault call ran at the officer with a spoon; he was Tased and then shot. A 28-year-old driver in Des Moines led police on a chase, then got out of his car and walked quickly toward the officer, and was shot. In Akron, Ohio, a 21-year-old suspect in a grocery store robbery who had escaped on a bike did not remove his hand from his waistband when ordered to do so. Had any of these victims been black, they would have stood a good chance of becoming household names; instead, they are unknown.

Of course officers do make lethal and sometimes criminal errors in judgment. The Castile and Sterling homicides may prove to be as horribly unjustified as the Scott and McDonald shootings; we do not yet have enough information to know. But those grotesque miscarriages of tactics and justice are a minute fraction of the tens of thousands of encounters with armed suspects and the nearly half-million arrests for violent felonies that officers make each year.

It goes without saying that every unjustified police shooting of a law-abiding civilian is a stomach-churning tragedy. Given the appalling history of racism in this country and the complicity of the police in that history, police shootings of black men are particularly and understandably fraught. Police training must work incessantly to eliminate all unjustified uses of police force and to make sure that officers treat everyone they encounter with courtesy and respect and within the confines of the law.

But contrary to the Black Lives Matter narrative, there is no government agency more dedicated to the proposition that black lives matter than the police. The data-driven, proactive policing revolution that began in the mid-1990s has saved tens of thousands of black lives that would have otherwise been lost to urban gun violence had crime remained at its early 1990s rate. Unfortunately, those crime gains are now at risk, thanks to the false narrative that police officers are infected with homicidal bias.

Why didge, I just realized that you are a racist.

@veya: It's possible you are right up to a point.  Certainly the blacks have heretofore the most reason to complain in Minneapolis.  That would explain why all the community leaders are black. They have the most practice because they have the greatest grievances.

But their complaint about the shooting of Justine Damond is quite real, and the community leaders are genuinely stepping up on her behalf.  Black or white, it's just more of the same ineptitude. They are black, but the speak not only for the blacks.  They speak for Justice.

The politics may be complex, but there is only one enemy.  That is the authorities who have fostered this civic situation.  And that's what you see these speakers of the community doing ... seeking justice.
