Britain's economic security put at risk by growing reliance on taxing the rich, OBR warns

Britain's economic security is being put at risk by the growing reliance on taxing the wealthiest, the official financial watchdog has warned.

The Office for Budget Responsibility revealed that over the past decade the proportion of income tax paid by the top 1 per cent has risen from 24.4 per cent to 27.7 per cent.

It said that Britain's "reliance" on a small number of people paying so much of the nation's tax means that the economy is now more "vulnerable" to financial shocks than it was before the recession a decade ago.

The report also raises concerns that the bulk of revenues from stamp duty are now coming from the wealthy after a series of tax rises by David Cameron's Government.

The watchdog says that Britain's economy could face significant damage if wealthy people, who are are "highly mobile", choose to move to other countries with lower tax rates.

Via VAT/GST, sales tax, various levies ( many hidden away), royalties and levies on businesses (that companies eventually pass on to consumers), stamp duty and financial-transaction taxes, licensing fees, council rates, dividends that public utilities pay to government..

DOWN HERE, the "tax free threshold" for most people is just over $18,000 a year...

With added rebates, the tax fee portion for pensioners and retirees is around $21-->>22,000 a year..

Somebody on a single state pension will get maybe $17k per annum; and over a certain level they will lose 50cents in the dollar on additional income.

They would only need a couple of hundred thousand dollars sitting in annuities, investment funds and shares to go well over that tax free threshold, after allowing for a parallel loss of some pension payments.

And, as I pointed out earlier, PAYE and Business taxes aren't the "be all and end all" of tax revenue --  not when nearly 40% (or more in some countries..) of taxes are in sales taxes, levies, hidden taxes and 'indirect' taxes..

he is eligible to be taxed (and is as wolf points out through various Point of sale Taxes) he just doesn't earn enough to have income tax, if he did earn enough he would be liable to pay the required amount as set out under the tax code, as he doesn't earn enough he is still eligible to pay but he is liable for zero pound tax bill.

he is eligible to be taxed, being a citizen, but is not liable for any debt.
being retired does NOT make you ineligible to pay tax. Tax liability is based on personal income (plus POS taxes)
